Hi @Clavicus, we had other priorities we needed to take care of however you can expect access levels for Personal Banks in one of the upcoming patches.
In the meantime, you can use your realm to store your items in or use an innocent character to access the bank in town. If you do not have an innocent character then do not worry as we plan to implement the purchasing of additional character slots sometime this week.
We are also considering granting town access to Assassins, however they will not be able to attack another player first, though they can still counter-attack. All players with Criminal status will still be unable to enter town until their status wears off.
As for Portable Banks being pay-to-win - These items can be traded and looted if not properly secured. Portable Banks offer nothing more than storage and isn't much different from storing your items in a chest other than the Personal Banks being only accessible by the owner. All players have access to a public bank, having a personal one is more of a convenience rather than an advantage.
We are still tweaking things and trying to find a good balance for PvP which does not make it too easy but also not too difficult for new players while still making it enjoyable for veterans. We appreciate all of your feedback and reports. Keep in mind that just because we implement something such as the Criminal System, it does not mean that we cannot make changes to how it works if needed.
